Howard County selected my proposal for the Ellicott City North Tunnel Project. Soon to be the largest capital project in Howard County history, the North Tunnel is a pivotal flood mitigation project of the Ellicott City Safe and Sound plan. The city faced a devastating flood in 2018, the new plan will involve a tunnel boring machine named Rocky that will diverge the water under the city. The following is the proposal submitted that highlights their strength as a city.
